Promotions in Main Geology stream, in Geological Survey of India

It is really very shocking and shameful that despite 12 and 59 vacancies existing for the post of Director (Geology) for the Financial year 2007-08 and 2008-09 respectively, Geological Survey of India and their masters in Ministry of Mines have miserably failed to do DPC and the poor aspirants are cursing their stars. That too is happening for the main stream scientists. Few of the 1978 batch direcly recruited Geologists have even superannuated after a long wait, helplessly.
At the same time, at least two DPCs as per the provisions of the Service Rules of the Government of India has taken place in subordinate streams of Chemistry and Geophysics streams. In fact very recently the third DPC took place at Andaman for the Chemical stream in the financial year 2008-09.
The same administrative machinery deals with the DPC but it is learnt from UPSC the lackadaisical approach in preparing DPC papers which are either lacking some relevent information or presenting wrong information is the route cause of not getting dates for the DPC. At any given date, lot many guys from Dy. D. G. (P) s office are shuttling between Lal Bari to the corridors of power at Delhi by air but of no use to the rotting career graph of the third rate Geologists of Geological Survey of India i.e. directly recruited Geologists through Geologist's Examination conducted by very able Union Public Service Commission.
The honourable President of India would be so pleased to look at thev fete of the career of his appointed Geologists?
